It was meant this way. It should be changed in the docs. open_basedir
specifies a prefix, not a directory name.

What's wrong with that? You just need to use a trailing slash!
Can anyone tell me wether this is expected (but undocumented) behaviour
or a bug?

Setting "open_basedir = /dir/incl" allows access to
"/dir/include" or "/dir/incls" or similar
