That's because there isn't an ftp module in php3 - fopen is a convenience
for fetching files, not a full-fledged ftp mode. Please see
http://wso.williams.edu/~chagenbu/horde/ and
have a look at the NetFTP class
- it's not quite complete yet, but it's getting there, and it should be easy
to add what you need.
