You messed something up then. Are you sure the binary you are doing the
httpd -l on is actually the one you are running? All PHP needs is to be
present in the httpd and the mime type to be set and for nothing else to
have taken the content phase hook for any particular request and it will
serve up pages. You have messed up one of those. Figure out which one
and you will solve your problem.
