The PHP "tempnam()" function is just a wrapper around the library function
"tempnam()".
Windows uses the "TMP" environment variable, Linux uses "TMPDIR", and SVR4
uses the string you specify in tempnam(), or P_tmpdir if that string is
null, or "/tmp" (the SVR4 behaviour is what you expected I guess).
So the current behaviour if "tempnam()" is governed by the OS PHP runs on.
