Bug description: popen() broken
On win32 systems with versions of php higher than 3.0.6, the popen() function seems to be broken or
simply not there. PHP returns the error
Fatal error: Call to unsupported or undefined function popen() in c:\inetpub\wwwroot/encrypt.php3 on
line 17
This has been tested on 2 local systems, one NT server system running IIS 4 and one 98 system,
running PWS 4.0.
for a script example, ANY call to popen() will produce this error.
