Factorize a few library/libpath-related functions
The PHP_ADD_LIBRARY_DEFER() and PHP_ADD_LIBRARY_DEFER_WITH_PATH()
macros no longer do what they were originally designed to do,
ie. place the libraries into DLIBS instead of LIBS.
