A simple approach might be to extend the dbase functionality to
understand index files, and allow for some basic SQL queries. (Yes,
this can be fast. FoxPro, which Microsoft acquired, was a very nice
dbase clone for DOS that was really damn fast for its time.)
I wouldn't set out to replace the various SQL servers out there, but
extending the dbase code to act as a simple SQL subset would probably
make some people's lives easier.
