No, you should not file any damn bug reports.
--with-expat-dir=DIR XSLT: libexpat dir for Sablotron 0.50
Maybe the help text and the syntax texts should be changed to:
--with-expat-dir=<DIR> XSLT: libexpat install prefix for Sablotron 0.50
And others where the DIR part isn't mandatory should propably be:
--with-something[=DIR] ??
