Addition of PHP_MINOR_VERSION, PHP_MAJOR_VERSION and PHP_RELEASE_VERSION (patch included)

In order to accommodate different operating systems (most notably windows, which likes a "Major, Minor, Release, Build" release number) who use a different version numbering scheme, I've modified configure.in and the stock main/php_version.h to separate out the Major Minor Release &c. from PHP_VERSION. The patch is attached. Would someone with sufficient Karma please commit it. It has no affect on the production of ./php_version.h with configure and does not change the standard PHP_VERSION at all so shouldn't break anything. If you'd like to change the names of the defined variables, feel free. Thanks, Joseph
