From the Apache build:

This is why I asked if it had ever worked.
With an Apache configure line of:
./configure --prefix=/www --activate-module=src/modules/php3/libphp3.a --enable-shared=max
LIBEXT gets set to "so" in the src/modules/php3/Makefile which means that
it tries to build libphp3.so even though we just put a static library
there from our PHP build.
