Comparing notice for undefined variables and short tags makes no sense in my opinion. There's absolutely nothing wrong with using short tags if you have short tags turned on, and you're using for code that you don't intend to be distributed for reuse. That is not the case with using undefined variables - which may hide bugs behind them...
