How about we add another column to the ini_set()
docs that explain these issues. Like for
register_globals say why it won't give you
$id from GET, etc. But why you might want to
set it at runtime.
Basically, people assume "can be set at runtime"
means the directive can be set at runtime, and
most expect in the same way as setting in php.ini
