Apparently IIS does not create console for cgi programs so popen doesn't have anything to pipe
to. see Q194948 in their knowledge base
The attached exec.c works search for AllocateConsole();
I suppose you may want to allocate the console way before this but with my limited knowledge of the
workings I just stuck it here.
