Personally I don't like the idea of having a module change the PHP core code with a #ifdef like mbstring does now. I would rather see the module change a function pointer to its handler, add its function handler to a list of function handlers or have the default code handle multi-byte strings, as long as there is not a large size, speed or memory increase doing it.
