Bug description: gmmktime working wrong during daylight savings
In _php3_mktime (functions/datetime.c), the following appears:
if (gm)
ta.tm_isdst = 0;
else
ta.tm_isdst = -1;
During daylight savings time, this does not work - as far as I can see there is no reason to ever
set ta.tm_isdst to 0, it can be set for -1 without regard to gm.
