The file README.SELF-CONTAINED-EXTENSIONS walks through copying the source
into /tmp/newext and then running the commands. There's no mention of needing
the PHP source, and in fact states that this procedure can be used for
packaging up a module for release independent of the PHP source code. Am I
mis-reading it?
