The problem is that fgets is trying to be efficient by reading up the
maximum chunk size (defaults to 8192 bytes) on one go and then looking
for newlines.
As a workaround for anyone experiencing this problem, until I get a chance
to correct it, you can lower the timeout from 60 seconds using the new
default_socket_timeout ini option.
