Multiple copies of files in the source... why?

It was just pointed out to me that ext/rpc might be a good way to implement some java fixes for PHP.
So upon taking a look, I discovered that ext/rpc/java exists, and it is (was) an exact copy of the ext/java directory tree.
Why is this?
And why isn't it be kept in sync with ext/java?
