Current CVS already supports this. From php.ini-* :
; Set to {nocache,private,public,} to determine HTTP caching aspects.
; or leave this empty to avoid sending anti-caching headers.
session.cache_limiter = nocache
So, effectively, 'session.cache_limiter =' does what you want
(if I understood you correctly).
