it seems that mb_convert_case() w/ MB_CASE_TITLE does not work correctly.
% php -v
PHP 4.3.0-dev (cli), Copyright (c) 1997-2002 The PHP Group
Zend Engine v1.3.0, Copyright (c) 1998-2002 Zend Technologies
% php -r 'print mb_convert_case("the title string", MB_CASE_TITLE);'
THE TITLE STRING
as it's not documented anywhere AFAIK, I do not know what is the
expected behavior("The Title String", maybe?). but this is surely
something wrong isn't it?
