Presumably from the cygwin autoconf wrapper. It looks like it
extracts the application's required version of autoconf based on the
value of AC_PREREQ, and, based on those values, executes the most
"appropriate" version of autoconf.

I don't grok your English, but it sounds like the cygwin case could be
satisfied simple by adding this magical AC_PREREQ value somewhere in
the autoconf scripts (unless, as noted above, there is a real reason
for it being excluded in the first place).
