I was not under the impression that this decision has been reached. In fact
there were several people strongly opposed to the idea and I'm one of them.
I have several reasons one of them being that having an interpreter which
radically changes behavior depending on environmental variables is a bad
idea IMHO. In practice this would mean that one would be unable to run php
command line scripts from within webserver environment, through system()
call from other cgi/php scripts etc.
