Probably the second one is the easier solution.
What's the correct, right and proposed (TM) way to execute some code
conditionally only if some extension is compiled in or loaded?

Yes, I think that's the reason, too (I use neither shared extensions
nor windows, so I can't test this). But there was a comment on the bug
report, that it worked with 4.3.0RC1, the zlib change was done before,
so maybe there is an additional reason for this bug ...
