The same happened to me:
(Apache 1.3.6/PHP4beta1/Postgres 6.5/Linux 2.3.11(RedHat)/i486)
error_reporting = 7
display_errors = Off
log_errors = On
track_errors = Off
error_log = /var/log/php4_errors
I think a workaround to this bug is to put an entry in /etc/syslog.conf like:
facility.*
/var/log/php4_errors
But I don't know which facility to use; local[1-7].* does not seem to work.
