With such a subject, it had better be good...
Anyway, that's one simple request - PHP 4.0, in my opinion, is much closer to a releasable state than we think. I believe it's less than three months away from a final release, possibly even two.
At this point, I'd personally like to ask all of the developers to avoid adding new functionality to PHP 3.0.x, and concentrate all, or at least most of their efforts in version 4.0. A first step would be migrating all of the patches and updates made between PHP 3.0.6 and 3.0.11 to PHP 4.0; The fact they're missing prevents a lot of people from switching.
As a rule of the thumb - if you're implementing new features, implement them for version 4.0 first. If you have time and will left - migrate them back to version 3.0; Doing that will ensure that PHP 4.0 always contains the latest and greatest code base.
