Bug description: GetServerVariable() does not set the size of buffer (in/out parameter)
The PHP4 ISAPI interface does not set the size of the
buffer when calling GetServerVariable() -- this is
an in/out variable according to the ISAPI spec (and
the MS documentation). The WWW server is supposed
to use this variable to determine whether there is space in
the buffer for the variable. The argument is then set
to the length copied to the buffer. Some servers
(including mine) require this variable be set.
