Bug description: File upload doesn't work properly.
Variables created by a file upload do not appear in the HTTP_POST_VARS array. When creating an array
of file opload vars (ie with the html <input type="file" value="v[]">),
they are placed into the GLOBALS array as a set of single variables named "v[]_name",
"v[]_size", etc.
