Bug description: browscap.c fails to build with regex related errors
Compilation of browscap.c fails with redefinition and conflicting types errors when both
"regex/regex.h", <regex.h> are included, and apache is configured to use the system
regex functions.
To fix this problem, configure Apache to use the hsregex libraries.
This in particular applies to Apache 1.3.6, php4.0b2, Solaris 7, and gcc 2.8.1
