It appears that the German documentation is out-of-date. Hopefully translators will update. I would
have but I'm not well versed with Deutsch.

In English and French, the reference is: RFC 3986 (URL-encode according to RFC 3986).
In German, the reference is: RFC 1738
Maybe an old reference...
