Bug description:datefmt_create returns null when using "Antarctica/Troll" timezone.
Description:

My PHP version is actualy 5.5.12 (not 5.5.13, but I wasn't able to
select this version on the list).
It seems that some timezone (at least Antarctica/Troll) are not working
with the datefmt_create function.
Test script:

$fmt = datefmt_create('en_UK', IntlDateFormatter::FULL,
IntlDateFormatter::FULL, 'Antarctica/Troll',
IntlDateFormatter::GREGORIAN, 'Y-MM-dd HH:mm:ss');
var_dump($fmt);
Expected result:
----------------
something like
object(IntlDateFormatter)#xx (0) { }
Actual result:
--------------
null
--
