Hardcoded is misleading, you can override it with configuration on the command line. I see where it
says "hardcoded" in the php.ini we distribute, but think it's a pretty loose use of
the term, so don't want to include it in the manual.

The manual page mentions that:
"This variable is not available when register_argc_argv is disabled.".
This should be expanded to say that it's hardcoded to be "On" for the CLI SAPI.
