Log: Fix #68355: Inconsistency in example php.ini comments

Description:
------------
PHP 5.6.2 comes with two php.ini example files. However, there are some unintended differences:
t@vd7 ~/php-5.6.2> diff php.ini-production php.ini-development
86c86
< ; This is php.ini-production INI file.
---
> ; This is php.ini-development INI file.

< error_reporting = E_ALL & ~E_DEPRECATED & ~E_STRICT
---
> error_reporting = E_ALL

< display_errors = Off
---
> display_errors = On
480c480
< display_startup_errors = Off
---
> display_startup_errors = On
524c524
< track_errors = Off
---
> track_errors = On

< ; PHP's default character set is set to empty.
---
> ; PHP's default character set is set to UTF-8
690a691
> ; If empty, default_charset is used.
694a696
> ; If empty, default_charset is used.

< ;cgi.redirect_status_env =
---
> ;cgi.redirect_status_env =
1246c1248
< mysqlnd.collect_memory_statistics = Off
---
> mysqlnd.collect_memory_statistics = On
While most of those differences are fine, the comments are differing for no reason at all. The parts
I think are unnecessary differences are:
681c681
< ; PHP's default character set is set to empty.
---
> ; PHP's default character set is set to UTF-8
690a691
> ; If empty, default_charset is used.
694a696
> ; If empty, default_charset is used.
765c767
< ;cgi.redirect_status_env =
---
> ;cgi.redirect_status_env =
One of the versions of the first difference's "PHP's default character set is set to
X" has to be directly wrong.
