I have made a respective PR.
@jmichae3: this ticket is about out-dated information in
install.txt. If you still think that the .msi binaries should be
brought back, please make a new feature request as separate
ticket.

I agree - there is no installer on any of the windows binaries. please fix. it is a royal pain to
get php up and working with the "upgrade instructions" which don't work on windows.

Read install.txt which told me to run the MSI.
There is no MSI. Eh?
