Bug description: msg_qbytes misdocumented in msg_stat_queue (sem/functions/msg-stat-queue.xml).

The documentation for the value of msg_qbytes returned in the array from
msg_stat_queue() is incorrect: it states that msg_qbytes holds the number
of bytes free in the queue, when msg_qbytes really represents the system
maximum number of bytes per queue. Here is a correction:
