If you dig deeper, on page http://php.net/manual/en/filesystem.configuration.php#ini.allow-url-include you can see it is PHP_INI_SYSTEM. And it is PHP_INI_SYSTEM indeed (as my tests shown). Test script: --------------- Try to change it via .htaccess or on runtime.
