Davey, can you please have a look at this issue? It seem to me
that the link in the release announcement should be fixed.

On last PHP alpha release (http://php.net/archive/2016.php#id2016-06-24-1) we have an option to
download for Windows, that points to https://windows.php.net/qa/ but HTTPS for this page
doesn't exists. Changing to HTTP does.
