PHP documentation fails to specify behavior of inheritance of php
files. It should be defined in
http://us2.php.net/manual/en/configuration.php
since that is where the
order of reads for various php.ini files is specified.
Without knowing this information, it is difficult for users to know if
establishing a local php.ini file (i.e., in the same directory as your
PHP application) will override settings in directories read before your
web app directory.
