The respective restriction has been introduced as of PHP 5.2.0, with commit cd836153[3]. Stas, can you please clarify whether changing in httpd.conf and .user.ini is allowed or not, and then assign this ticket to me. However I find this not to be the case, it looks like it's php.ini only.
