Yes it was enabled,
- my php-info said, that openssl is ENABLED -
but we couldnt - even then - use the function.
Php worked as CGI on server "Linux version 2.4.34.1-grsec

But we had to enable it in the configuration at the compilation!
Perhaps you meant that.

It's clearly stated in the documentation: "ftp_ssl_connect() is only
available if OpenSSL support is enabled into your version of PHP."

for windows you have to compile your own binaries to get the function
ftp_ssl_connect. That's the text in the documentation.
In my case I couldn't get it either on a linux server.
The Administrator said, it's because it wasn't compiled with openssl.
(the extension openssl.so was loaded properly).
So we compiled our own version and started it via console. It works.
