When downloading the win32 version of PHP7.1, it contains an outdated install.txt. The instructions
contained in this file are no longer working. It mentions for instance a php7isapi.dll, but the
ISAPI dll is removed in PHP 5.6 I believe.


Expected result:
----------------
Update the file with relevant instructions, or remove those instructions and point to online
resources. No information is better than disinformation.
