declare(ticks=1); in versions of php prior to 7 had a global effect, all
code after it in any file were affected, this is apparently due to an
implementation bug (see: nikic@php.net's resolution comment here -

that bug being fixed this
now has a different behavior (of only being in affect in the file it's
in), which can cause problems in applications that assume the old
behavior.
In addition, I think the change is worth a mention on this page -
