The fix for this bug has been committed.

Thank you for the report, and for helping us make PHP better.
I've changed the wording to simply just say "image", as the EXIF extension does not
care about what extension the file has, but rather if there is EXIF data in the header of the file.

Manual states for various exif functions "TIFF or JPEG image", implying only those formats
are supported. However at least Canon RAW (CR2) works fine so far, most likely also other formats
storing EXIF.
