Not only it's not documented, but it doesn't give an error.
No Certificate invalid, no anything ... just blank

The constant PDO::MYSQL_ATTR_SSL_VERIFY_SERVER_CERT (Which disables verification of the CA file and
allows for self made CAs) is not documented.
Behaviour is the same as MYSQLI_CLIENT_SSL_DONT_VERIFY_SERVER_CERT
