Configuration templates in Windows builds (php.ini-development and php.ini-production) state:

; Notes for Windows environments :
;
; - ODBC support is built in, so no dll is needed for it.
; - Many DLL files are located in the extensions/ (PHP 4) or ext/ (PHP 5+)
;   extension folders as well as the separate PECL DLL download (PHP 5+).
;   Be sure to appropriately set the extension_dir directive.

I guess this used to be true but it's no longer the case since PHP/7.x, at least in official
Windows binaries. Now there's a "ext/php_odbc.dll" file that needs to be loaded:

extension=php_odbc.dll

Suggested fix
=============

In php.ini-development and php.ini-production:
- Remove the node
- Add the missing extension line:

;extension=php_odbc.dll
