Bug description:PHP_INT_MAX doesn't mention 64-bit value
Description:
------------
http://php.net/manual/en/reserved.constants.php
PHP_INT_MIN has mention of its value on both 32-bit and 64-bit systems.
PHP_INT_MAX only mentions its value on 32-bit systems.
I recommend adding a note for PHP_INT_MAX's value on 64-bit systems as
well, especially because this is the norm now.
