Duplicate of bug #43021. (BTW: "Unblock" is named "Zulassen" on German WinXP systems and can be found in Windows Explorer's properties, not somewhere in the help viewer.) The file seems to be broken, since it is much smaller (about 1/20) than all other chm files. The hint for XP users, which says "you should 'unblock' the file after downloading it", is useless, because there is no "'Unblock' button" in the "properties menu".
