I suppose you have left the default security option in Vista active.
When a risky file (if it can contains worms, scripts, etc.) is
downloaded, it is placed in a blocked mode. You can open it but it will
not work as expected ("navigation to the web was canceled" or other
similar error).
To fix that right click on the file, choose the properties entry. In
the "general" tab, at the bottom, you will find a security (sicherheit)
option called "unblock" (not sure about the German versionb :), click it
and then click "apply".
That should fix this problem, please try it.

The _de.chm file, downloadet 09 Dec. 08 is not working. It shows in the
Main Window only the Error Message: "This Site could not ....".
We´ve downloadet 8 Times from several Mirrors. As the Search results,
this is an long Known error, whats on?
