PHP won't complain because you're using RHEL 6, but it will complain if you're unable
to meet functional and dependency requirements.

Yes, by default Redhat 6 Supports PHP 5.3, now am compiling PHP 7.1 Source downloaded from http://php.net/get/php-7.1.22.tar.gz/from/a/mirror.

I want to confirm that, is there any OS dependent specification for PHP71 or we can install anywhere
by compiling the Source file.

RHEL 6 supports PHP 5.3.

If you want PHP 7.1 then find a repo with it that you can add and install from.
If there isn't one then you'll need to build from sources.
