Each part is a slug. If anything the page would be "language.variables.variable-variables" but that's getting rather silly. The page is in the "language" reference, in the "variables" section, and deals with the "variable" usage of variables. It's fine. Even if, the URL has existed for ages and renaming it just for this doesn't justify breaking existing links to it.
