Log: Fix #73503: Missing entry in the migration guide
Since the fix for bug #53432 only targeted master, we document
it in the migration guide as incompatible change.
This also integrates user note 120336.

Description:
------------
I just hit the "regression" described in #53432 and I didn't find anything about this
in the migration guide for PHP 7.1. I found only http://php.net/manual/en/migration71.incompatible.php#migration71.incompatible.empty-string-index-operator
which is not the same.
I think it should be stated in the migration guide that any use of [] operator on an empty string
results in a warning ("Illegal string offset") and the operation does not work, leaving
the variable to be an empty string still.
